Daṇḍotpatti-kathana (Origin and Function of Daṇḍa) — वसुहोम–मान्धातृ संवाद
न स्याद् यदीह दण्डो वै प्रमथेयु: परस्परम् । भयाद् दण्डस्य नान्योन्यं घ्नन्ति चैव युधिष्ठिर
na syād yadīha daṇḍo vai pramatheyur parasparam | bhayād daṇḍasya nānyonyaṃ ghnanti caiva yudhiṣṭhira ||
ಭೀಷ್ಮನು ಹೇಳಿದರು—ಓ ಯುಧಿಷ್ಠಿರ! ಈ ಲೋಕದಲ್ಲಿ ದಂಡದ ವ್ಯವಸ್ಥೆ ಇಲ್ಲದಿದ್ದರೆ ಜನರು ಪರಸ್ಪರ ಹಿಂಸಿಸಿ ನಾಶಮಾಡಿಕೊಂಡಿರುತ್ತಿದ್ದರು. ದಂಡದ ಭಯದಿಂದಲೇ ಮನುಷ್ಯರು ಒಬ್ಬರನ್ನೊಬ್ಬರು ಹೊಡೆದು ಕೊಲ್ಲುವುದನ್ನು ತಡೆಯುತ್ತಾರೆ; ಅದರಿಂದಲೇ ಸಮಾಜಕ್ರಮ ಉಳಿಯುತ್ತದೆ.
