परं विश्वासयेत् साम्ना स्वशक्तिं चोपलक्षयेत् । आत्मन: परिमर्शेन बुद्धि बुद्धया विचारयेत्
paraṁ viśvāsayet sāmnā svaśaktiṁ copalakṣayet | ātmanaḥ parimarśena buddhiṁ buddhyā vicārayet ||
ರಾಜನು ಮೊದಲು ಮೃದು ಸಮಾಧಾನ (ಸಾಮ)ದಿಂದ ಜನರ ವಿಶ್ವಾಸವನ್ನು ಗಳಿಸಬೇಕು. ಜೊತೆಗೆ ತನ್ನ ಶಕ್ತಿಯನ್ನೂ ಯಥೋಚಿತವಾಗಿ ತೋರಿಸಬೇಕು; ನಂತರ ಆತ್ಮಪರಿಶೀಲನೆಯ ಮೂಲಕ, ಸ್ಪಷ್ಟ ಬುದ್ಧಿಯಿಂದ ವಿಚಾರಿಸಿ ಮಾಡಬೇಕಾದ ಕರ್ತವ್ಯವನ್ನು ನಿರ್ಧರಿಸಬೇಕು.
