Transliteration

bāhyam ābhyantaraṃ cātithyam

Translation

ಹೊರಗಿನವರಿಗೂ ರಾಜ್ಯದ ಒಳಗಿನವರಿಗೂ—ಎರಡೂ ವರ್ಗಗಳಿಗೆ ಆತಿಥ್ಯ (ರಾಜ್ಯ ಸೌಲಭ್ಯ/ಸಹಾಯ) ಒದಗಿಸಬೇಕು.
