शीलवृत्तोपसम्पन्नो धर्मज्ञ: सत्यसंगर: । राजा सर्वगुणोपेतस्त्रैलेक्यस्यापि यो भवेत्
śīlavṛttopasampanno dharmajñaḥ satyasaṅgaraḥ | rājā sarvaguṇopetas trailokyasyāpi yo bhavet ||
វៃសម្បាយនៈបាននិយាយថា៖ «ព្រះមហាក្សត្រដែលពេញលេញដោយសីលធម៌ និងអាកប្បកិរិយាត្រឹមត្រូវ ដឹងច្បាស់អំពីធម៌ ហើយឈរជាប់ក្នុងសច្ចៈ—ព្រះមហាក្សត្រដូច្នោះ ដែលប្រកបដោយគុណធម៌គ្រប់ប្រការ គួរតែគ្រប់គ្រងមិនត្រឹមតែផែនដីនេះទេ ប៉ុន្តែសមស្របសូម្បីតែគ្រប់គ្រងលោកទាំងបី។»
