राजधर्मः—प्रमादवर्जनं, दण्डनीतिः, दुर्बलरक्षणम्

तदण्डविन्नूषप: प्राज्ञ: शूर: शक्नोति रक्षितुम् । न हि शक््यमदण्डेन क्लीबेनाबुद्धिनापि वा
taddaṇḍavinnūṣapaḥ prājñaḥ śūraḥ śaknoti rakṣitum | na hi śakyam adaṇḍena klībena abuddhināpi vā ||
ឧតថ្យៈបាននិយាយថា៖ មានតែព្រះមហាក្សត្រដែលមានប្រាជ្ញា ក្លាហាន និងយល់ដឹងអំពីការប្រើ «ទណ្ឌៈ» (ការផ្តន្ទាទោស) ឲ្យត្រឹមត្រូវ ទើបអាចការពាររាជ្យបាន។ ព្រោះនគរមិនអាចត្រូវបានថែរក្សាដោយអ្នកគ្មានទណ្ឌៈឡើយ—ក៏មិនអាចដោយស្តេចខ្លាចខ្លួន អសមរម្យ ឬអស្មារតី ដែលរអាក់រអួលក្នុងការអនុវត្តវិន័យដែរ។
