उपसूष्टेषु दान्तेषु दुराचारेषु साधुषु । अविनीतेषु लुब्धेषु सुमहद् दण्डधारणम्
upasūṣṭeṣu dānteṣu durācāreṣu sādhuṣu | avinīteṣu lubdheṣu sumahad daṇḍadhāraṇam ||
នារទៈបានមានព្រះវាចា៖ នៅទីណាដែលមនុស្សឥតវិន័យ និងលោភលន់ រំខានអ្នកចេះគ្រប់គ្រងខ្លួន ធ្វើអំពើហិង្សាលើអ្នកមានគុណធម៌—ហើយនៅទីនោះមានការដាក់ទណ្ឌកម្មយ៉ាងតឹងរឹងខ្លាំង—មិនគួររស់នៅក្នុងប្រទេសនោះដោយមិនពិចារណាឡើយ។
