This is again sarga-style descriptive cosmology (classification of rāśis and their qualities), not narrative of kings or manvantaras.
The ‘twofold nature’ of Mithuna symbolizes doubleness—pairing, dialogue, and shifting attention. In Purāṇic thought, such duality can be read as the interplay of complementary principles that, when harmonized, supports creativity and social arts.
