It highlights that true worth is inner orientation to the Supreme (Śiva): even a tribal chief is honored when his heart is fixed on Pati (Lord Shiva), showing bhakti and surrender as central to liberation.
By calling the Bhilla leader “parātmā” (set on the Supreme), the verse points to Saguna devotion—reverent listening, reporting, and faithful service—through which devotees approach Shiva, often expressed in Purana narratives as Linga-worship and obedient participation in Shiva’s dharma.
The implied practice is śravaṇa and kīrtana—hearing and faithfully conveying Shiva-related words—supported by daily japa of the Panchakshara (Om Namaḥ Śivāya) as a steady inner “parātmā” orientation.
