It teaches that all existence—moving and unmoving—derives its manifestation and radiance from the Divine Mother’s power, and that nothing exists independently of Her.
By stating that the entire universe is “pervaded” by the Mother’s kalā (power/energy), it expresses a Shakta view that the cosmos depends on and is sustained by Devī as the underlying divine potency.
It models reverent surrender and praise (stuti), acknowledging Devī as the all-pervading ground of reality and offering salutations to Her as the auspicious protector and source.
