Saubha-ākhyāna: Śālva’s Approach and the Fortification of Dvārakā (सौभाख्यानम्—द्वारकायाः सुरक्षाविधानम्)
tato vyākulitaṃ sarvaṃ dvārakāvāsi tad balam | dṛṣṭvā śālvaṃ mahābāho saubhasthaṃ nṛpate tadā ||

The verse highlights how fear can spread through a community when confronted by overwhelming or uncanny power; in dharmic terms, it points to the need for steadiness (dhairya) and clear judgment in crisis rather than panic.
Vāyudeva describes the moment when the people and forces of Dvārakā see King Śālva positioned in the Saubha flying fortress; the sight alarms them, and the entire Dvārakā-based army becomes agitated and fearful.
