शल्य उवाच
The verse presents dharma as the decisive priority for legitimate sovereignty: when righteousness is placed foremost, authority and prosperity are portrayed as rightful outcomes, even extending to heavenly kingship.
In the context of Indra’s victory (linked with the Vṛtra episode), the verse summarizes the result: by upholding dharma, the victor becomes lord of the worlds and attains a rare divine boon culminating in kingship in heaven (Triviṣṭapa).
