Chapter 81: Trust, Allies, and the Qualifications of the King’s Artha-Secretary (अर्थसचिव)
इन्हें इनकी योग्यताके अनुरूप कर्मोमें पूरा अधिकार देकर लगा दिया जाय तो ये बड़े- बड़े कार्योंके साधनमें तत्पर हो राजाके लिये कल्याणकी वृद्धि कर सकते हैं ।।
ete karmāṇi kurvanti spardhamānā mithas sadā | anutiṣṭhanti caivārtham ācakṣāṇāḥ parasparam ||
ビーシュマは言った。「これらの者たちは、それぞれの器量に応じて職務を与え、その務めにおいて全権を授けて用いるなら、大事業を成就させるための精励の器となり、王の安寧を増し得る。彼らは常に互いに競い合って働き、また相互に相談し合って王の目的を遂行する—財と政略の事において、いかにして最善に成功を確保するかを共に熟議し続けるからである。」
भीष्म उवाच
A king should assign responsibilities according to capability and empower officials appropriately; healthy competition combined with mutual consultation can drive effective execution of state objectives (artha) and promote the ruler’s welfare.
In the Shanti Parva’s instruction on kingship, Bhishma advises the king that properly empowered and suitably placed agents will energetically perform their duties, competing with one another yet also conferring together to accomplish the kingdom’s aims.
