राजा होवाखिलं लोकं॑ समुदीर्ण समुत्सुकम्‌ । प्रसादयति धर्मेण प्रसाद्य च विराजते,राजा ही मर्यादाका उल्लंघन करनेवाले तथा अनुचित भोगोंमें आसक्त हो उनकी प्राप्तिके लिये उत्कण्ठित रहनेवाले सारे जगत्‌के लोगोंको धर्मानुकूल शासनद्वारा प्रसन्न रखता है और स्वयं भी प्रसन्नतापूर्वक रहकर अपने तेजसे प्रकाशित होता है

Transliteration

rājā hovākhilaṃ lokaṃ samudīrṇaṃ samutsukam | prasādayati dharmeṇa prasādya ca virājate |

Translation

ヴァスーマナーは言った。王はダルマにかなって統治することにより、欲望に駆られて騒ぎ立つ人々であっても、天下の心を和らげ、その好意を得る。かくして民を満ち足らせたのち、王自身も歓びのうちにあり、王威の光をもって燦然と輝くのである。
