The verse highlights the idea that extraordinary royal or martial power is portrayed as requiring a convergence of forces beyond a single realm—symbolically, the ‘three worlds’ contribute their ‘forms’ to create a radiant instrument. Ethically, it frames splendor and capability as something assembled from many sources, not merely self-generated.
The gods speak and promise to fashion a splendid chariot by gathering ‘all forms’ from across the three worlds. The statement functions as a divine assurance of support and the bestowal of an exceptional war-vehicle, emphasizing its cosmic, superhuman quality.
