Sāttvika-vṛtta-kathana (Brahmā on the Conduct of Sattva) — Chapter 38
Ūrdhvasrotasa ity ete devā vaikārikāḥ smṛtāḥ | sattvaguṇasampannaḥ mahātmā svargavāsī devatāvat īśitva-vaśitva-laghimādi mānasikāḥ siddhīḥ prāpnoti | sa ūrdhvasrotaḥ vaikāriko deva iti manyate |
The verse links spiritual refinement (dominance of sattva) with an ‘upward’ inner orientation, describing how such purity and clarity are traditionally said to culminate in divine-like mental powers (siddhis) and a higher mode of existence.
Vāyu is explaining a doctrinal classification: beings who are ‘ūrdhvasrotas’ are identified with the Vaikārika class of gods, and he describes the qualities and attainments associated with them—especially sattva and the acquisition of mental siddhis.
