Bhishma said: Such a person does not fall into an animal birth, nor into hell, nor is he born in mixed or degraded lineages. He is not shaken by fear of suffering, and at the time of death he does not become deluded or distressed—showing the steady fruit of righteous conduct.

Right conduct (dharma) yields protective results: it prevents downward rebirth and hellish suffering, and it grants inner steadiness—freedom from fear and confusion, even at the moment of death.
In Anushasana Parva, Bhishma continues his instruction on dharma and its fruits. Here he describes the auspicious outcomes for a person who follows the prescribed righteous path: no fall into animal birth or hell, no degraded/mixed condition, and mental composure at death.
