Even mighty cosmic forces and sacred institutions—sacrifice, oceanic power, and the elements like wind and fire—operate rightly and bear fruit through Viṣṇu’s favor; this frames dharma as ultimately grounded in divine support rather than mere human effort.
Vāyu is enumerating revered cosmic forms and elemental powers, identifying them as ‘made effective by Viṣṇu’s grace,’ thereby emphasizing Viṣṇu’s sustaining presence behind ritual (yajña) and the natural order (ocean, submarine fire, wind, fire).
