Śiva-stavarāja: Upamanyu’s Preface and Initiation of the Śarva-Nāma Enumeration
Anuśāsana-parva 17

The verse teaches devotional recognition of the Divine through epithets: Śiva is portrayed as auspicious, vast, and the deep source of spiritual benefit; his manifestation is not random but ‘fruitful,’ implying that turning to him yields meaningful ethical and spiritual results.
Vāyu is speaking a hymn-like sequence of names/attributes, praising Śiva by describing his adornment, benevolent gaze, cosmic vastness, relation to the yuga-cycles, and the efficacy of his appearance for the welfare of beings.
