“There is a host of Dānavas famed by the name ‘Kāleyas’, exceedingly dreadful. Taking refuge in Vṛtra, they threw the entire world into turmoil, violently oppressing all beings.”
लोगश उवाच
When violent forces unite under a powerful leader and act without restraint, the result is pramāda and pramathana—social and cosmic upheaval. The verse frames such oppression as a sign of adharma that calls for restoration of order and protection of beings.
The speaker describes a notorious and terrifying band of Dānavas called the Kāleyas. By aligning themselves with (or taking support of) Vṛtra, they caused widespread devastation and panic across the world.
