Sthāṇu (Rudra) said: “O Lord, you have yourself undertaken the effort for the sake of creating living beings. It is you who has brought forth—and caused to flourish—the many and varied communities of creatures.” In ethical tone, the verse frames creation as a deliberate responsibility of the supreme power, emphasizing accountability for the welfare and ordering of all beings.
