Sañjaya said: “It was you who earlier called us to this war; accordingly we have come and are striving to the best of our ability. Yet today it is you who looks upon us with contempt and censures us.”

The verse highlights ethical accountability in leadership: one who summons others to a difficult duty (here, war) should not later despise them when they act in good faith and exert themselves to their capacity. It underscores fairness in judgment and consistency between command and later evaluation.
Sañjaya reports a rebuke addressed to a leader/commander: the speaker reminds him that he himself urged them toward battle earlier, and that they have arrived and are striving as best they can; nevertheless, he now condemns them. The line conveys tension within the war-camp over blame and performance.
