Sañjaya said: “O King, O lord of the people, your forces were thus shattered and scattered. Just as the wind drives clouds apart in every direction, so did Arjuna break up your armies, leaving them fragmented and disordered.”

Worldly power and military formations are fragile; when confronted by superior skill and resolve, even vast forces can be dispersed. The verse also underscores the ruler’s responsibility (as “lord of the people”) to recognize the real condition of his army and the ethical weight of war.
Sañjaya reports to the king that the king’s troops have been broken up and scattered in battle; the image is of clouds driven apart by wind, conveying how decisively Arjuna has disrupted the army’s cohesion.
