Bhishma said: Having spoken thus in former times to the gods together with the companies of seers, the Blessed Lord—who is the inner Self of all beings—dismissed them all and then departed to his own abode. The passage underscores divine authority joined with orderly closure: counsel is given, the assembly is respectfully released, and the cosmic governor returns to his proper realm.
भीष्म उवाच
The verse highlights orderly dharmic governance: a divine authority gives instruction, formally dismisses the assembly, and returns to his own sphere—suggesting that counsel and action should be conducted with clarity, completion, and respect for proper roles.
Bhishma continues recounting an earlier episode: after addressing the gods and the gathered seers, the Lord (understood here as Brahmā) releases them from the audience and departs to his own abode, closing that divine council scene.
