Sanjaya said: Then, at your son’s command, all the divisions of the army surged forward against Bhimasena, roaring with dreadful cries. The scene underscores how a ruler’s order can unleash collective violence, turning disciplined forces into a single, fear-driven onrush in the heat of war.

The verse highlights the moral weight of leadership: a single command from a ruler can mobilize many into violence. It implicitly warns that authority amplifies consequences—discipline and power, when directed by anger or fear, can rapidly become destructive.
Sanjaya reports to Dhritarashtra that, on Duryodhana’s order, the Kaurava battle formations collectively charge toward Bhima, while both sides raise terrifying war-cries, intensifying the clash around Bhimasena.
