Nakula’s Declaration and the Uñchavṛtti Brāhmaṇa’s Superior Merit (Āśvamedhika Parva, Adhyāya 92)

अथवाभ्यर्थनामिन्द्रो न करिष्यति कामत:

athavābhyarthanām indro na kariṣyati kāmataḥ

Or else, Indra will not grant the requested boon merely out of personal whim. The statement underscores that even a powerful deity is not portrayed as acting capriciously; requests are weighed against propriety and the moral order rather than being fulfilled simply because someone desires them.
