Vāyu said: Those beings who have taken to a contrary course—who have become deeply enmeshed in actions—when the fruition of their sinful deeds is exhausted and the rise of previously performed merit begins, then, by the force of impressions left by auspicious acts, they attain the condition of Brahmins who are devoted to their own prescribed duties and who seek the good. That is, they are born in such families; there they strive again, rise upward, and go to the heavenly world of the gods—this is what Vedic revelation declares.
वायुदेव उवाच
Even those who have fallen into contrary or harmful courses are not fixed forever: when the results of sin are exhausted and prior merit ripens, the latent impressions of good deeds can lead them toward dharmic birth, renewed effort, and ascent to higher worlds. The passage frames this as consistent with Vedic śruti.
Vāyu is explaining a moral-cosmic mechanism of karma and rebirth: beings who have gone astray, after undergoing the consequences of wrongdoing, may later experience the rise of earlier merit and be reborn among duty-bound, welfare-seeking Brahmins, from where they can strive upward and attain heaven.
