For, after entertaining many intentions and clinging to dreams, a person—tormented by craving—runs only toward sense-objects. The mind shows how desire, fed by imagined plans and dreamlike projections, drives one away from steadiness and into the pursuit of fleeting pleasures.

Craving, nourished by mental fabrications (saṅkalpa) and dreamlike projections (svapna), propels a person toward sense-objects; ethical steadiness requires recognizing this mechanism and restraining the mind from chasing transient pleasures.
The speaker, identified as 'Man' (the mind), describes its own tendency: when a person broods over many desires and takes refuge in fantasies, the pressure of appetite makes them rush toward objects of enjoyment.
