दण्डात् प्रतिभयं भूय: शान्तिरुत्पद्यते तदा । नोडिग्नश्वरते धर्म नोद्विग्नश्वरते क्रियामू,दण्डसे भय होता है, फिर भयसे तत्काल शान्ति स्थापित होती है। जो चोर आदिके भयसे उद्विग्न है, वह धर्मका अनुष्ठान नहीं कर सकता। वह उद्विग्न पुरुष यज्ञ, श्राद्ध आदि शास्त्रीय कर्मोका आचरण भी नहीं कर सकता
daṇḍāt pratibhayaṃ bhūyaḥ śāntir utpadyate tadā | nodvignasvarate dharmo nodvignasvarate kriyām ||
Śamīka said: From punishment arises fear; and from that fear, peace is quickly established. A man who is agitated by fear cannot properly abide in dharma, nor can an anxious man carry out prescribed rites and duties.
शमीक उवाच
Discipline (daṇḍa) creates deterrent fear, and that deterrence stabilizes society; without such stability, people become anxious and cannot sustain dharma or perform prescribed duties and rituals properly.
Śamīka is articulating a principle of governance and moral psychology: when wrongdoing is checked by punishment, fear restrains harmful acts and peace follows; but a mind disturbed by fear or agitation is unfit for steady righteous conduct and Vedic rites.
