It describes the Shaiva ideal of a perfected devotee—one established in equanimity and spiritual accomplishment through devotion to Śiva—indicating that such qualities manifest in the lineage being described.
By naming Śarva (a Saguna epithet of Śiva), the verse points to devotion to Śiva as the personal Lord; such bhakti-yoga is traditionally expressed through Linga worship, mantra, and disciplined conduct leading to steadiness of mind.
The practical takeaway is cultivating samabuddhi (equanimity) through Shiva-focused yoga—japa of the Panchakshara (Om Namaḥ Śivāya), meditation on Śiva, and steady devotional observances that mature into siddhi (spiritual accomplishment).
