It teaches that devotion (bhakti) and disciplined observance (vrata) are primary, while the material scale of the offering is secondary—one should worship Śiva with Umā in a form suited to one’s means, with sincere intention.
While Jyotirlinga worship often centers on the Liṅga, this verse affirms Saguna-upāsanā by prescribing an image of Umā-Maheśvara; it supports the Shaiva view that form-based worship purifies the devotee and leads toward realization of Śiva as Pati (the Lord).
It suggests a vrata-based pūjā that includes preparing a sacred representation of Śiva with Umā (ideally in gold, or proportionately less), emphasizing offering according to capacity; the core takeaway is disciplined worship with reverence rather than extravagance.
