उतथ्योपदेशः—राजधर्मः, दर्पनिग्रहः, प्रजारक्षणम्

Utathya’s Instruction: Royal Dharma, Restraint of Pride, Protection of Subjects

प्रभवार्थ हि भूतानां धर्म: सृष्ट: स्वयम्भुवा । तस्मात्‌ प्रवर्तयेद्‌ धर्म प्रजानुग्रहकारणात्‌,ब्रह्माजीने प्राणियोंके कल्याणार्थ ही धर्मकी सृष्टि की है, इसलिये राजाको चाहिये कि अपने देशमें प्रजा-जनोंपर अनुग्रह करनेके लिये धर्मका प्रचार करे

prabhavārtha hi bhūtānāṃ dharmaḥ sṛṣṭaḥ svayambhuvā | tasmāt pravartayed dharmaṃ prajānugrahakāraṇāt ||

Demi kesejahteraan dan kemajuan semua makhluk, Dharma diciptakan oleh Sang Swayambhu (Brahmā). Karena itu seorang raja hendaknya menggerakkan dan menegakkan dharma di negerinya, agar rakyat memperoleh perlindungan dan kebaikan.
