Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
नदीके मार्गोंपर जो पुल पड़ते हों उन सबको तुड़वा दे। शत्रुके मार्गमें जो जलाशय हों, उनका सारा जल इधर-उधर बहा दे। जो जल बहाया न जा सके, उसे दूषित कर दे, जिससे वह पीनेयोग्य न रह जाय ।। तदात्वेनायतीभिश्न निवसेद् भूम्यनन्तरम् | प्रतीघातं परस्याजौ मित्रकार्येडप्युपस्थिते,वर्तमान अथवा भविष्यमें सदा किसी मित्रका कार्य उपस्थित हो तो उसे भी छोड़कर अपने शत्रुके उस शत्रुका आश्रय लेकर रहे जो राज्यकी भूमिके निकटका निवासी हो तथा युद्धमें शत्रुपर आघात करनेके लिये तैयार रहता हो
nadīke mārgopari yo pulāḥ patanti tān sarvān tuḍavā de | śatror mārgasthā ye jalāśayāḥ syuḥ teṣāṃ sarvaṃ jalam itas-tataḥ pravāhaya | yad vāri pravāhayituṃ na śakyate tad dūṣaya, yathā tat peyam na bhavet || tadātvenāyatībhiś ca nivased bhūmy-anantaram | pratīghātaṃ parasya yuddhe mitra-kārye ’py upasthite vartamāne ’thavā bhaviṣyati sadā tyaktvā śatroḥ śatrum āśritya tiṣṭhet yaḥ rājya-bhūmi-nikaṭa-nivāsī yuddhe ca parasya pratīghātāya sajjaḥ ||
Bhīṣma berkata: “Runtuhkan semua jembatan di jalur-jalur sungai. Alirkan habis air dari waduk-waduk yang berada di lintasan gerak musuh. Jika air tak dapat dialihkan, cemarilah hingga tak layak diminum. Dan baik untuk saat ini maupun masa depan, tinggallah dekat wilayah perbatasan; sekalipun urusan seorang sahabat muncul, kesampingkanlah, dan carilah perlindungan pada musuh dari musuhmu—orang yang tinggal dekat tapal batas kerajaan dan siap menghantam lawan di medan perang.”
