दण्डेन नीयते चेदं दण्डं नयति वा पुनः । दण्डनीतिरिति ख्याता त्रीललॉकानभिवर्तते,“इस शास्त्रके अनुसार दण्डके द्वारा जगत्‌का सन्मार्गपर स्थापन किया जाता है अथवा राजा इसके अनुसार प्रजावर्गमें दण्डकी स्थापना करता है; इसलिये यह विद्या दण्डनीतिके नामसे विख्यात है। इसका तीनों लोकोंमें विस्तार होगा

daṇḍena nīyate cedaṃ daṇḍaṃ nayati vā punaḥ | daṇḍanītir iti khyātā trīl lokān abhivartate ||

Dengan hukuman (daṇḍa) dunia ini dituntun dan ditegakkan pada jalan yang benar; atau sang raja, mengikuti ajaran ini, menetapkan tata-hukuman di tengah rakyat. Karena itu disiplin ini termasyhur sebagai ‘Daṇḍanīti’; cakupannya meliputi ketiga dunia.
