Agni–Soma Origin and the Brahmāgnīṣomīya Doctrine

The verse teaches that cosmic forces like wind are not random but have defined names, routes, and functions; this supports a dharmic understanding of an ordered universe where even turbulent phenomena operate within lawful courses.
Bhīṣma is instructing (in a cosmological/didactic section of Śānti Parva) by classifying winds; here he identifies the first wind, Pravaha, whose role is to move cloud-masses formed from smoke and heat along the first cosmic path.
