अर्धगुणहीनः शासनहरः ॥ कZ_०१.१६.०४ ॥

Transliteration

ardhaguṇahīnaḥ śāsanaharaḥ

Translation

Seorang utusan pembawa titah raja boleh kekurangan hingga setengah dari kualifikasi ideal (namun tetap dapat dipakai untuk membawa pesan).
