राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
Dengan berdiri di posisi penengah, ia harus menakar/menyesuaikan hukuman dengan mempertimbangkan baik raja maupun rakyat (unsur-unsur negara).
