सप्तद्वीप-समुद्र-प्रमाणम्: प्लक्षादि-द्वीपवर्णनं, लोकालोक-सीमा, चन्द्र-समुद्र-वृद्धिक्षयः
तस्यां वसन्ति मनुजाः सह दैतेयदानवैः तथैव देवगन्धर्वयक्षकिंपुरुषादयः
tasyāṃ vasanti manujāḥ saha daiteyadānavaiḥ tathaiva devagandharvayakṣakiṃpuruṣādayaḥ
उसी प्रदेश में मनुष्य दैत्य और दानवों के साथ निवास करते हैं; तथा देव, गन्धर्व, यक्ष, किम्पुरुष आदि भी वहाँ रहते हैं।

By describing who dwells in a given region, he conveys that creation is not random but arranged into domains populated by distinct beings, consistent with cosmic law.
Even when not named in the verse, the Purāṇic framework assumes Vishnu as the sustaining sovereign whose governance makes this layered coexistence of beings possible.
