Sāma–Bheda–Daṇḍa
कारयामास सर्वाणि मड़लार्थानि वै विभु: । त॑ब्राह्मणाश्च वृद्धाक्ष पौरजानपदै: सह
kārayāmāsa sarvāṇi maṇḍalārthāni vai vibhuḥ | taṃ brāhmaṇāś ca vṛddhākṣa paurajānapadaiḥ saha
समर्थ विभु ने राज्य के लिए आवश्यक समस्त प्रबन्ध कराए। तत्पश्चात्, हे वृद्धाक्ष, ब्राह्मण भी नगरवासियों और जनपदवासियों के साथ (आगे आए/सहभागी हुए)।
वायुदेव उवाच
Effective and dharmic rule is shown as organized action carried out by the ruler, supported by the learned (brāhmaṇas) and the wider populace (townsmen and provincials). The verse highlights governance as a shared civic-religious responsibility rather than a solitary act.
Vāyudeva describes how the powerful figure ensured that all necessary affairs of the realm were arranged, after which the brāhmaṇas, along with citizens and countryfolk, became involved—suggesting a public, collective response to the ruler’s preparations.
