शत्रुं कृत्वा यः सहायं विश्वासमुपगच्छति । स न सम्भाव्यमेवैतद् यद् राज्यं प्राप्रुयादिति,जो शत्रुको सहायक बनाकर उसका विश्वास करता है, वह राज्य प्राप्त कर लेगा, इसकी कभी सम्भावना ही नहीं करनी चाहिये
śatruṁ kṛtvā yaḥ sahāyaṁ viśvāsam upagacchati | sa na sambhāvyam evaitad yad rājyaṁ prāpnuyād iti ||
जो शत्रु को सहायक बनाकर उस पर विश्वास करता है, उसे यह आशा भी नहीं करनी चाहिए कि वह राज्य प्राप्त करेगा। शत्रुता पर टिका विश्वास न नीति-संगत है, न राज्य-व्यवस्था के लिए स्थिर आधार।
