तस्मात्‌ सर्वसमारम्भो दुर्लभ: पुरुषं प्रति । यथामुख्यान्‌ सान्त्वयित्वा भोक्तव्य इतरो जन:

Transliteration

tasmāt sarva-samārambho durlabhaḥ puruṣaṃ prati | yathā-mukhyān sāntvayitvā bhoktavya itaro janaḥ ||

Translation

इसलिए सब पुरुषों को एक साथ वश में करने का प्रयत्न कठिन है। राजा को चाहिए कि पहले प्रधान-प्रधान जनों को मधुर, सान्त्वनापूर्ण वचनों से अपने पक्ष में करे; फिर शेष साधारण जनों को अवसरानुसार व्यवस्थित करे और काम में लगाए।
