आपद्धर्मे वैश्यवृत्तिः, विक्रय-निषेधाः, तथा ब्रह्म-क्षत्र-सम्बन्धः

यमाश्रित्य नरा राजन वर्तयेयुर्यथासुखम् । अनाथास्तप्यमानाश्व दस्युभि: परिपीडिता:
yam āśritya narā rājan vartayeyur yathāsukham | anāthās tapyamānāś ca dasyubhiḥ paripīḍitāḥ ||
भीष्म ने कहा—राजन्! जिसके आश्रय में लोग सुखपूर्वक रह सकें, वही शरणदाता है। जो अनाथ, पीड़ित और डाकुओं से सताए हुए हों, उन्हें चाहिए कि ऐसे रक्षक को अपना बन्धु मानकर प्रसन्नतापूर्वक उसका आदर करें; क्योंकि कुरुनन्दन! जो निर्भय होकर बार-बार दूसरों के संकट दूर कर सके, वही राजोचित सम्मान का अधिकारी है।
