Treasury Formation and Fine-Grained Ethics
हीनकोशं॑ हि राजानमवजानन्ति मानवा: । न चास्याल्पेन तुष्यन्ति कार्यमप्युत्सहन्ति च
hīna-kośaṁ hi rājānam avajānanti mānavāḥ | na cāsyālpena tuṣyanti kāryam apy utsahanti ca ||
जिस राजा का कोश क्षीण है, उसकी साधारण लोग भी अवहेलना करते हैं। उससे थोड़ा पाकर वे संतुष्ट नहीं होते, और उसके कार्य करने में भी उत्साह नहीं दिखाते।
