bhṛgutunge ca rāmeṇa dṛṣadvatyāṁ ca śambhunā | aśrauṣīr asitasyāpi maharṣer añjanaṁ prati ||
Repeated exposure to dharma-teaching increases responsibility: when a ruler has heard counsel from exalted sages and deities, failure to act justly is not ignorance but culpable neglect. Vidura uses this to press Dhṛtarāṣṭra toward ethical governance and restraint.
In Vidura’s admonition to Dhṛtarāṣṭra, he lists earlier occasions when Dhṛtarāṣṭra received instruction from eminent figures (Paraśurāma, Śiva, and the seer Asita) at sacred locations, implying that Dhṛtarāṣṭra cannot excuse present wrongdoing as lack of guidance.
