दुष्टपौरजानपदो वा न्यायवृत्तिरन्यां भूमिं याचेत ॥ कZ_०७.१५.२४ ॥
Transliteration
duṣṭa-paurajānapado vā nyāya-vṛttir anyāṃ bhūmiṃ yāceta
Translation
यदि नगर और जनपद (शहरी व ग्रामीण जनता) दुष्ट/विरोधी हों, तो जो न्यायपूर्ण आचरण में स्थित है, वह रहने/शासन हेतु दूसरी भूमि माँगे।
