अनभियोगश्चार्थेष्वागन्तूनामन्यत्र सभ्योपकारिभ्यः ॥ कZ_०२.१६.१३ ॥

Transliteration

anabhiyogaś cārtheṣv āgantūnām anyatra sabhyopakāribhyaḥ

Translation

व्यापारिक मामलों में बाहर से आए व्यापारियों पर दावा/उत्पीड़न नहीं किया जाए—सिवाय इसके कि उन्होंने प्रतिष्ठित नागरिकों (या नागरिक संरक्षण में रहने वालों) को हानि पहुँचाई हो।
