Protection of the Realm and Principles of Revenue & Local Administration
उच्चै: स्थाने घोररूपो नक्षत्राणामिव ग्रह: । भवेत् स तान् परिक्रामेत् सर्वानेव सभासद:
uccaiḥ sthāne ghorarūpo nakṣatrāṇām iva grahaḥ | bhavet sa tān parikrāmet sarvān eva sabhāsadaḥ ||
ભીષ્મે કહ્યું—નક્ષત્રોના ઉપર સ્થિત ભયંકર ગ્રહ જેવો, સર્વોચ્ચ સ્થાને ભયંકર અધિકાર ધરાવતો એક અધિકારી હોવો જોઈએ. તે તમામ સભાસદોમાં સતત પરિભ્રમણ કરે અને તેમની નજીક રહી તેમના આચરણ તથા કાર્યની તપાસ કરતો રહે.
