Creation and right order (dharma) are portrayed as arising from sattva—clarity, balance, and steadiness. The verse suggests that constructive action should proceed from a purified, composed state rather than from turbulence.
Brahmā (Parameṣṭhī), shining with wondrous radiance, surveys existence and perceives the worlds as water-filled. Established in sattva, he then begins the process of creation, producing the various classes of beings.
