આ સંક્ષિપ્ત વ્રાત્ય-સંકુલ સ્તુતિ પવિત્ર નેતૃત્વને તે ધરી તરીકે રજૂ કરે છે જેના આસપાસ લોકો (વિશ્) અને રાજ્યની મુખ્ય સંસ્થાઓ સ્વાભાવિક રીતે ગોઠવાય છે. સભા (સભા), સમિતિ (સમિતિ), સેના (સેના) અને શૂર/વીરો (શૂરાઃ) ને અનુયાયી તરીકે નામ આપી, લાભાર્થી માટે રાજકીય વૈધતા તથા નાગરિક-સૈનિક સંમતિને વિધિપૂર્વક સુનિશ્ચિત કરે છે. તેની શક્તિ ‘જ્ઞાન-મંત્ર’ રૂપે વ્યક્ત થાય છે: જે ‘આ રીતે જાણે છે’ તે આ સંસ્થાઓમાં પ્રિયં ધામ—સ્વીકારાયેલું, અનુકૂળ સ્થાન—બને છે.

स॒भाया॑श्च॒ वै स समि॑तेश्च॒ सेना॑याश्च॒ सुरा॑याश्च॒ प्रि॒यं धाम॑ भवति॒ य ए॒वं वेद॑
જે એમ જાણે છે, તે સભા તથા સમિતિમાં, સેનામાં તથા શૂરવીરોમાં પ્રિય અને માન્ય આશ્રયસ્થાન બને છે.
