तेषामभावो जनपदाभावे स्वाम्यमात्ययोश्चानन्तरः इति ॥ कZ_०८.१.२१ ॥

Transliteration

teṣām abhāvo janapadābhāve svāmy-amātyayoś cānantaraḥ iti.

Translation

જનપદનો અભાવ થાય તો તે (સાધનો)નો અભાવ થાય; અને ત્યારબાદ સ્વામી તથા અમાત્યો પણ સંકટમાં પડે છે.
