Sage Parāśara (narrating to Maitreya)
It highlights the oppressive rule driven by prophecy and sets the narrative tension that culminates in Vishnu’s avatāra restoring dharma.
Parāśara narrates it as a causal lead-in—showing how fear and tyranny intensify events that make Krishna’s divine intervention necessary.
The verse prepares the ground for Vishnu’s descent as Krishna, where the Supreme Reality acts within history to re-establish universal order.
